Project Development Objective
This objective is consistent with the PDO of the World Bank-supported Phase I under the Strengthening Coastal Resilience and the Economy (SHORE) Program and contributes directly to the Program Development Objective (PrDO) of increasing the resilience of targeted coastal communities and ecosystems.
To achieve the PDO, the project is structured around five interlinked components, each targeting a specific result area. The components (Figure 1 and 2) are mutually reinforcing and designed to maximize ecological, social, and economic co-benefits.
Component 1: Strengthening Institutions for Integrated Coastal Zone Management
Estimated Outlay: ₹206.0 crore
This component focuses on enhancing institutional and technical capacities for integrated planning, policy implementation, and ecosystem monitoring. Key interventions include:
Development of Integrated Coastal Zone Management Plans (ICZMPs), Coastal Management Plans (CMPs) for Critically Vulnerable Coastal Areas (CVCA), and Integrated Management Plans (IMPs).
Establishment of ecosystem monitoring systems and blue carbon accounting.
Capacity building of state departments, coastal district officials, and frontline staff.
Stakeholder engagement and knowledge exchange through Centres of Excellence (e.g., Dugong, Turtle, Wetlands, Birds, Mangrove and Biodiversity Conservation Park)
Component 2: Shoreline Management, Coastal Protection and Conservation
Estimated Outlay: ₹1,095.0 crore
This is the project’s largest component, supporting nature-based and hybrid infrastructure solutions to enhance shoreline resilience and reduce climate risks. Core activities include:
- Restoration of mangroves, seagrass meadows, and coral reefs.
- Construction of bio-shields and artificial reef modules.
- Protection of ecologically sensitive islands (e.g., Kariyachalli).
- Erosion control and blue carbon interventions.
- Valuation of ecosystem services and mainstreaming of ICZM into development planning.

Component 3: Improving Livelihoods for Natural Resource Dependent Communities
Estimated Outlay: ₹228.0 crore
This component enhances economic resilience by diversifying and strengthening livelihood options, especially for women, youth, and marginalized groups. Key interventions include:
- Development of Blue Flag beaches and sustainable eco-tourism.
- Skill development and enterprise promotion linked to green and blue economy sectors.
- Community grants to SHGs, Eco-Development Committees, and other local institutions for micro-enterprise and service delivery.
- Coastal village-level infrastructure to support fisheries and tourism.
Component 4: Enhancing Marine Pollution Management and Plastic Circularity
Estimated Outlay: ₹220.0 crore
This component reduces marine plastic pollution through upstream and downstream circular economy interventions. Key elements include:
- Support to “Meendum Manjapai” and other public campaigns to reduce single-use plastics.
- Establishment of Material Recovery Facilities (MRFs), waste transport systems and plastic interception devices.
- Restoration of pollution-degraded ecosystems such as Ennore Creek.
Component 5: Project Management
Estimated Outlay: ₹83.0 crore
This cross-cutting component ensures robust project delivery, fiduciary compliance, and safeguards oversight. It includes:
- Operationalization of the Special Project Monitoring Unit (SPMU) under TNGCC.
- Engagement of technical, procurement, financial, E&S experts.
- Development of monitoring and evaluation systems.
- Grievance redress mechanism, communication strategy, and third-party audits.
